And still another player committed for the 2022-23 season. Could some hockey whiz please explain “what commits a player” or does this just indicate they have agreed to attend training camp? When are cards available for next season? My understanding is that these players rights are not truly “owned” by Vernon until they have signed the applicable card which are not available yet. Is this correct? It would be appreciated if someone could clarify “committing” & “signing”, etc. Thanks
I googled it and this is what I found from a member of the BCHL Network.

Anytime prior to June 1, a player signs the league's commitment form with a team. The form basically says the player commits to play for the team for the following season. The player isn't officially signed with a team until he has done so in the Hockey Canada Registry.
A team can use an HCR card on a player, but it doesn't guarantee he'll make the opening night roster. A team can certainly trade or cut a player after he's signed a card. If they do though, they've used up one of their available cards on that player.
We've always seen kids "commit" to a team and then get cut before the end of training camp. And cards aren't available until sometime in the summer. Imagine if a major junior team offers a player a spot next week, but he's committed to Vernon. He'd have a choice to make. It doesn't happen often that a player reneges after saying he's coming, but it does happen. It's not worth getting excited about.
One trend I have noticed with the new Viper committed players is their size. It looks like the Vipers are looking for size for next season.
Another trend I have noticed is since the 2019-20 season twelve Vipers recruits/committed players have either been cut during training camp or during the preseason or traded during the regular season. (Brett Fudger, Ryan MacLean, Desmond Johnson, Colby Feist, Nicholas Remissong, Ethan Mercer, Daniel North, Logan Lorenz, Adam Bourgeois, Jason Siedem, Greye Rampton and Daniel Rozsival).

I was surprised to see that Jason Siedem is scoring some points now that he's playing in the Alberta Junior league. When he was at the Vipers' camp he just looked lost and was cut. He had a few games with Cowichan before they traded him to Blackfalds of the AJHL. In 30 games he's had 29 points and is now second on the team in points in fewer games than most of the team.
He hardly played the two seasons before this and his conditioning might have been lacking when he was in Vernon. Whatever the reason, he's scoring in Blackfalds.
